Preparations
Grate the carrot finely. Cut the cabbage, green chili, spinach and onion into very small pieces. Chop cilantro finely.
Mix all these vegetables in a bowl. Add some salt and give it a good mix. Vegetables ooze out some water. Then add the besan and mix them once. Then add the water little by little to make a tight dough.
Note: I didn't add too much besan. I added just enough to hold all the vegetables.
